Oulook Express and Windows Mail don't have any plugin support. OEAPI was made to deal with the customizations needed in some products such as Anti-spam or CRM software. OEAPI is an ActiveX object that runs inside Outlook Express and Windows Mail, and lets you develop your product from a high level language.
